Transportation Charter Party (TCP) Permit
A TCP permit issued by the California Public Utilities Commission allows the holder to provide charter services to passengers on a pre-arranged basis within the state. With a TCP permit, your vehicle will be considered a commercial vehicle (or livery limousine), and the CPUC will issue you livery plates.
